About a decade ago as a DOD contractor I was involved with a large project where Homeland Security had to utilize several DOD engineering and construction commands. These two federal departments didn’t play well together in the same sandbox. Cross agency funding didn’t flow easily. Communication channels were a bureaucratic nightmare with strict control over who could talk with who. Homeland Security Customs and Border Protection cannot sign or administer construction contracts and must go through GSA or the Army Corps of Engineers, both of which prefer to contract out design and construction, and Customs and Border Protection preferred neither and tried to access the Naval Facilities Engineering Command, who also would contract out to the private sector, but has the abilities to use the SeaBees.

Maybe Miller will see his camps built in three years, but I even doubt that with legal actions, Congress, and private sector contractors that might consider it too toxic to touch.
