Unlike federal contracts, these grants do not generally have a "termination for convenience" clause. There are 4 reasons for termination. One involves not following the terms and conditions of the grant. No problem there, if proven. Two involve consent of the recipient.
The fourth reads: (4) By the Federal agency or pass-through entity pursuant to the terms and conditions of the Federal award, including, to the extent authorized by law, if an award no longer effectuates the program goals or agency priorities.
This clearly involves looking at each grant to examine the program goals (say, no more research into vaccines and autism if we ever get rid of RF[u]K). Or if the agency has decided it is going to go a different route on, say, forms of irrigation that don't depend of a certain level of rainfall.
Note that the AGENCY is the one making this decision. Unless we actually GET a decision that the unitary executive can just totally ignore what an agency needs, it is not the president. And I'm reasonably sure that the reasons an agency has to give don't include things like failure to follow a spurious policy about trans gender athlete. ]
The same goes for revoking security clearances. There is a procedure for doing so which allows a person affected to appeal. THAT obviously contemplates INDIVIDUAL clearances, not blanket "no one in a law firm has one."
THESE are the laws that the president is supposed to be faithfully executing, not ignoring. I don't know the details about HOW trump is cancelling grants--is he going through each grant of the bulk announced and formulating a reason why the AGENCY gives a shit about protestors or trans folk? Is he revoking the security clearances of everyone in a law firm or does the revocation target each member with individual reasons? If not, Columbia, Maine, and the law firms have the resources to carry on at LEAST until they find out whether a TRO/Injunction will be in the cards. They aren't even trying.
